After the Civil War and rise of the Emperor and the Consortium, there was a power vacuum within the Empire. With his might over the System Lords solidified for the time being, the Emperor forced them to give power to the newly formed Senate. Housing itself on Givious, the senate controlled the legislative body over the entirety of the Empire. A leader was elected from their number, having the title of Viceroy.
The Senate makes law for the entirety of the Empire, while the different groups create laws within there sections of space. The Emperor has the final say on the laws being passed, although he has not stopped any law yet.

The current Viceroy of the Empire is Regeev Yon, a personal friend to the Emperor. Not much is known about Yon, other than he served as a commander for Markos during the Civil War, with deadly efficiency. Upon the creation of the senate, Yon was given a seat for his loyalty. Through political intrigue and back channel deals, Yon won over a majority of the Imperial delegation and a large portion of the Consortium delegation.
Yon's power is second only to the Emperor in the Imperial Domain, and within the Empire he is behind multiple System Lords; but not by much. He has only a handful of troops loyal to him, but the men he has are elite and loyal. He has kept his political agenda close to that of the Emperor's, but some believe he has started to create his own agenda.
